There is a difference because in 60/60 you should use slightly more time in the
opening.

I agree that programmers should program it but the fact is that most of them did
not do it.
40/40 is more similiar to the ssdf than 60/60.

The difference is only small difference and you can see a big difference if you
compare Hiarcs's results in 40/40 and Hiarcs's results in 200/200

Hiarcs is going to get better results in 200/200 because other programs will not
use time in intelligent way in this case.
