I think this is more a question of estimating than of knowing. I depends on
several factors... As far as I can recall, the estimations for the elo gain when
the speed is doubled, run from 40 to 80 elo. This would mean i.e., 40 moves in
30 minutes could result in -80...-160 elo, compared with 2 hours.

Actually it's complicated and difficult to predict, because it is known that
strength relations between several programs change with time controls. Some
programs may be more weakened than others. Chess Genius i.e. was known to do
much better at short time controls relative to it's performance at tournament
time than other programs, while M-Chess used to gain more from longer thinking
time.

Furthermore it is useful to keep in mind regarding this matter, that many moves
in a game would be the same, disregarding what the time control is (of course
speaking of settings within "normal" boundaries). The strength difference
emerges only at points where the program changes it's move decision during the
thinking process.
