It seems to me that black may be able to draw by setting up sort of a fortress
with 1. Rd8+ Kxd8 2. b7 Kd7! 3. b8=Q Rd6.  If anything, it takes a very long
time for white to accomplish anything, and the only way to progress is to
advance the a-pawn, which is hard for him to do.
