I used 199*log10(speed_up) = Rating_difference to get the 95 with speed_up = 3.

To calculate the constant 199 (=C), I solved C*log10(2) = 60

Since the speed up is actually (1000k nps)/(350k nps) = 2.86 rather than 3, then
in that case the result would be about 90.8 instead, so 90 is close enough.
