Hi Paul check the peices folder for a file called rebel.pcs if it is not there try to reinstall, but first delete the main Rebel folder (probably called Decade20) to do this highlight the folder and go to 'file' file on the main pulldown menu and select delete (it will go to a recycle bin so if you accidently delete too much it can be recovered) The file you want to drag to the desktop will have a 'type' of 'Shortcut to MS-DOS application' when looked at using explorer.
