You cannot know by the result of one game who is really stronger. I am also not sure that the game will not be decided by tactics. We are going to see. If there are a lot of moves when both programs believe that they are better than the game is probably decided by strategy. If the program agree about the evaluation in most of the game except one or two moves then I would say that the game was decided by tactics and one program outsearched the other(assuming there is no draw).
