Did you say "creating" an opening book?  As opposed to modifying an existing
book?

If you wish to start from scratch, use Chessbase 8.0.  You can create a book
from any collection of games, using CB8.0, but selecting the games to use might
take some doing.

If you wish to modify an existing book, try chessbase's PowerBook2000.  First
throw away all moves you do not want in your new book.  Then add moves you want
if they are not already there.  Adjust weightings as a final step.
