It is clear that white is winning because the structure of the pawns and the king say that white's distance from doing a new queen is 3 moves(You substract the black king moves from the white pawns moves in order to know it). It is also clear that black's distance from a new queen is 4 moves. It is black to move so in this case we need to do another test to see if white promote the pawn to a queen with check. It is clear from the structure of the pawns that white promote to a queen with check so it should be clear by static evaluation that white has the advantage. Programs that see that white is winning by static evaluation have good chance to solve the opriginal problem. I do not know if there is a program that can see it without search but it is possible to do with the right tablebases that give the distance from doing a new queen in plies and give also the answer to the question if the promotion is with check.
