I see nothing unfair if the rules of time management are decided before the games. When I operated Rebel Century in the Israeli league I did something similiar because Rebel century did not support time control of 2 hours per 40 moves+1 hour per game and the programmer told me that changing the time control at move 40 to the times on the clock cause Century to play faster so I changed it at move 40 to the time in the clock +30 minutes so if it had 70 minutes per game in the digital clock I changed it to 100 minutes per game. I also did not use 2 hours/40 moves in the opening of the game because I needed time to operate Rebel and I used faster time control(average 2:45 minutes per move or even less than 2:45 minutes per move if the people who were responsible for the hardware came late). I believe that everything is fair if you decide about the rules before the game and do not change the rules that you decided about during the games. Uri
