Well if this can be confirmed then its not really good. Plus it would take away
from the learge market that would have a low rating, and if you keep losing
against a program on its lowest setting then you start to not to use the
program.

I know a few programs that have turned away many a beginner because of this. One
is K-Chess elite, and the other was one which I cannot recall at the moment.

It will be interesting to see what other people say about this
