I beleive Prof. Mark Glickman Chairman of the USCF ratings committee and the creator of the Glicko Rating system showed your comments to be correct on a paper on his web page. His rating web page is http://math.bu.edu/people/mg/ratings.html but i think the relevant paper is one of the papers on his research page which is linked from the above page.
