CABARC is a command line tool. You have to start it from within a DOS box.
If you call the program without any parameters, a short usage help text will be
shown.

I use it the following way:

cabarc -p N sample.cab *.class dir\*.class

This will create the CAB file sample.cab and include all class file in the
actual folder and all in the folder dir.
