I've issued and counted ballots at Danish elections, so I can safely say that
the system isn't 100% reliable. Too much alcohol at lunchbreaks I imagine ;o).

However, the number of voters who gets a ballot in exchange for their voting
card is registered in ledgers, counted and compared with the number of ballots
received. After counting the votes issued to each person, the total is compared
to the ones received and automatically the ledger number).

The counting and checking proces isn't stopped until the numbers match.
Multiplying this proces by a factor 50 would still yield a better result than
yours IMO.
