Just place the book files in your Crafty directory.

That's because the *.tbs files are tablebase stats, not actual endgame tables.
You need to download files with the *.nbb.emd and *.nbw.emd file extensions.

That Crafty.rc looks reasonable to me as ponder, learn and log are on by default
