I looked at the oxford english-english dictionary and I found the following: finally adv 1 lastly;in conclusion. 2 once and for all:settle of matter It is possible that Stefan meant lastly so it may mean the latest decision of the court was to forbid and not that the decision is final that means by the oxford dictionary that the decision put an end for the argument.
