Any program in the top ten of the SSDF should be considered "The strongest
program." because the uncertainty is such that any of them might really be
stronger than the others, given enough trials.

You would be far better off to focus on features instead, I think.

Robert Pawlak has some nice program reviews.  Those might prove helpful in your
buying decisions.

Crafty + Winboard with Tablebase files and SCID is very strong and also free.
However, unless you have some technical ability, I would recommend a commercial
one instead.
