I wrote a program some time ago in VB that lets you choose the participants
for the tournament, makes the pairings and calls Winboard with the appropiate
programs to play, standing hidden with no CPU consuming.
The problems for most people are:

  - I use MSAccess to store programs information (directory, command line...).
This forces any user to own MSAccess. Either, it takes some time to save all the
programs information for the first time. However, it is very fast to add new
programs to the database. In addition, it has no number limit, so you can have
all versions of all programs ready to play (in the actual ini, you have space
restrictions).
  - If I generate a setup file with VB, it includes a lot of libraries, that
makes it several Mb's size. Anyway, I can send the source code to anyone
interested.
  - It's in spanish. And I really have no time to spend translating it to
english.

I mostly use this tool to test my program against a bunch of others, because
the way I make the pairings is: the 1-2, 1-3, ..., 1-n, 2-3, 2-4, ..., 2-n. So I
put my program the first of the list, set 2 games per match and let it
overnight.

  Or just post here.
