THis is an engine issue, _not_ an xboard protocol issue.  IE crafty has a
.craftyrc file (unix) or crafty.rc (windows) that it reads at the start of
a game.  This is the place to do all of this stuff.  Xboard/Winboard needs to
handle communication between engines, but not get off into setup files and
the like..
