 For test purposes it would be best if you could turn off book
 learning for the competitors but as I don't know how to do that with the Tiger
 book it might be best to just leave the learning as it is ( which probably will
 show the effect a little less clearly ) .

I dont have Tiger but I think EVERY book-learning can made impossible for the
program by just "write-protecting" it!?

For me a good opening book is not necessary the "best for
computer-computer-matches" but it plays a lot of different openings to play
against me. Maybe in computer-chess it is ok to open games only by playing 1.d4
or 1.e4 but I like it very much also to be confrontated with moves like 1.b3,
1.f4 or even 1.b4 !
