I'm in South Carolina and I know the guy you're talking about, have known him
for years, the guy who the state champ was in 1990, only this guy was champ for
more years than just 1990--he'd still be champ but he won't play in the state
tournament.  As far as being a kook--he's the equal to Bobby Fischer, though not
quite as good a chessplayer.  Like Fischer, he quits playing altogether, but
never can stay away like Fischer.  These days he's rated about 2500 (I
think)--he's a senior master, whatever that is--and is the strongest opponent
I've ever played except for the programs.  I've played him hundreds of games and
the only time I ever beat him was when I talked him into giving me rook odds.  I
thought it was kind of odd of him that he seemed kind of happy I won a game off
him, but he's never given me rook odds after that.  The closest program there is
to playing this guy is Gambit Tiger.
