That's quite an interesting problem. :) Crafty with KPPKP TB finds this
instantly, and it's a mate in 28. 1. a3 Kd2 2. b3 Kxc2 ...

It's really neat that if 1. b3, white is mated in 20. 1. b3 b4 2. Kg7 Kd2 3.
Kf6 Kxc2 4. Ke6 Kb1 5. Kd5 Kxa2 6. Kc4 Ka3 7. Kd4 Kxb3 8. Kd3 Ka2 9. Ke4 b3 10.
Kf5 Kb2 11. Kg6 Kc3 12. Kh7 Kd4 13. Kh6 Ke5 14. Kh5 Kf5 15. Kh4 b2 16. Kh3 Kf4
17. Kh2 b1=Q 18. Kg2 Qe1 19. Kh2 Kf3 20. Kh3 Qh1#

All other moves appear to draw.
