Yes, it's a sad thing to witness a top program losing an endgame like this.
To me it looks like bad evaluations, as you pointed out:
1) White should recognize where the possible action can take place.
The Kingside is "dead", blocked. The vital squares are c4,d5,e4.
In the evaluations white should have penalties for abandoning the
center with his King.
2) There should be huge penalties for allowing the enemy King to
penetrate into the position. It's a definite no-no, taboo.
The position is an easy draw for white. He puts the King on e3 and
the bishop will simply keep an eye on the only entrance square, c4.
