The new issue of the ICCA Journal is out.
The feature article is by Anantharaman (sp?)
and it is about this subject.

It looks pretty obtuse and I haven't had a chance
to read it carefully.

What I had in mind is not so much having automatic
hand-tuning as doing a very general pattern matching
against master positions in a database.

In other words, retain the tactical cruncher aspect of
the program. But when two moves are approximately equal
tactically, based on the score, use the pattern matching
to break the tie.
