Hello Jorge,
It seems to be a decision of the programmer.  Some programs call "mate in"
before making the move.  Some programs make their move and call "mate in" after
the move.  So some programs might say "mate in 3" when others would say "mate in
2" but it's the same position.  I agree instead of Mate in 0 it should be simply
mate or checkmate.
