To the large public they cannot improve but I do not see what they can lose assuming that they play with Deep Blue Junior that is not Deep blue and assuming that they can get clearly better rating than their opponents. Deep blue Junior already lost games against programs. They made the excuse that this is not the real Deep blue Junior but this excuse is not convincing when they do not play with the real Deep blue Junior and the only way to correct the impression is by playing. They are responsible for creating the impression that Deep blue Junior is weak This impression is not the impression of the general public but it is the impression of many chess players and programmers who are interested in computerchess. The number may be not enough for IBM to consider it as important but I do not see what they can lose from the general public point of view by only playing on ICC and avoiding playing in tournaments.
