(in words: NOT) present the strongest program when this is a non chessbase-program. they have all kind of reasons, excuses. and they promise that MAYBE the next list... this pattern is each year. it would be a surprise if this would NOT be the case one day. but - it never happens. you call it crap. i call it pre-selection of data to tune statistics. in almost any scientific field you have those kind of "fine-tuning". it was invented to keep power in place and shape. the ones who need the "right" statistics fine-tune the data, to proof what they KNOW before they count together.
