When I started with changing parameters I actualy did two things
of course step one was playing these comp- comp games
but also keep an eye on the position and it's think lines
But I think what helped me most was my routine in anelyzing the position deeply
And tried to make the program play like what I had in mind when I made these
anelyzes
if this worked I tried an other position if the program again did not find the
corect moves  I tried to look what could help in that position and not changing
the parameters to much
Then I went back to the first position and looked if it still played the same
moves for that position
But what helped most was actualy to change the selctivety quite some times
For Rebel this was 125 for most of the personelety and something in 115 for an
other personelety
To my point of vieuw Alexander1 is as strong as Century 3 can get.
But I think the program it self can be improved a lot
with updating the positional knowledge

of couse it should be possible to find the best parameters if you make a big
schedule of beta testers and make them play all with small diferece
so betta test on changes the parameter with a passed pawn of 110 an other with a
small differense mobilety and so on and so till you have tried all available
combinations you have in the parameters
then not use it in the mean time for playing against it's one engine but also
against diferent engines
then pick the one who scores the best
You can be sure the parameters are optimal then
one Big backdraw is to this it
a can't be realy a comercial programmers because you have to have to manny beta
testers.
b if it is a non comercial program who is intrested in doing all this work
and being realistic about the scores without getting payed for it

So the answer is yes it is possible to find the perfect parameters for a program
theoreticaly
But not in this world practicaly
