Basically, the strength should not be affected much. Some might say that running under Windows slows it down a few percent (but so would running it in a DOS box under Windows), but others would argue that you can gain quite a bit of performance by recoding/compiling it as a true 32-bit app for Windows 95/98/ME/NT/2000 (as opposed to Windows 3.1, which is lipstick on DOS, i.e., 16 bit).
