It's not a commercial program.  It's a hacker's toy.  For the non-technically
inclined, there are plenty of commercial alternatives.

If (on the other hand) you wish to write an install script, I doubt if there
would be any large objections.

The author works in UNIX platoforms.  A UNIX RPM would not help Win32 users
much.
