Subject: Rebel Tiger II weakening?

I've noticed what appears to be a significant weakening in the strength of Rebel
Tiger II. On the internet chess servers, programs that Tiger used to beat
without mercy are now beating up on Tiger, while using, in some cases inferior
hardware. I know there was word of a learning bug involving the opening book,
but this occurs with any opening book I use. Is there also a strength bug?
Anyone else notice this?
