Sure, no different than a program.

Exactly my point.  We can prove (with any reasonable degree of certainty
desired) what someone's ELO rating is.  The way to get an accurate figure it to
play many games under controlled conditions.

We won't ever reach 100% certainty (but that is true of anything).
