Nobody who responded to my initial post mentioned which opening book was active when they attempted to reproduce this problem. As it turns out if I use the "engine book" (ct.tbk) there is no problem, but the "main book" (rebel.bk) always has this problem. Since these opening books cannot be edited by the user it would be sensible for the software to always check the integrity of the files and alert the user to corruption which might have occurred. Assuming that a corrupted rebel.bk was the culprit I proceeded with 2 correction attempts. First I deleted rebel.bk and used the "repair" option of setup. That didn't solve the problem. Next I uninstalled and reinstalled the entire package from CD. That didn't help neither.
