The reason is that all these programs are not from germany
14 out of 18 programs are from germany(I think that it shouyld be 13 because
Fritz is from netharland but
for some reason that I do not understand it is claimed that Fritz is from
germany)

I am not going to be surprised if germany is going to win this tournament.

IPCCC is not WMCCC and some programs never played in IPCCC tournaments(for
example I do not remember Junior in IPCCC tournament when it played in all WMCCC
tournaments that I remember).
