If you know the probability of the stronger side to win and the only missing
data is which side is stronger then I proved that only the difference is
important and 20>10.

If the case is close to this case(you do not know the probability of the
stronger side to win but you know that it is close to 1/2 than the result will
be also close to the result that only the difference is important so 60-40 will
still be more valid than 10-0.

If you assume that it also possible that one program is 400 elo better than the
other then 10-0 may be more valid.
