Hello Pete,
Where did you read the new rules?  The place listed below to sign the petition
does not agree with your quote of the new rule.  It indicates the increment is
to be used at the end of the game not from the beginning.  At least that's the
way I read the english version.  In other words, 40moves/75minutes then
15minutes +30seconds/move.
