I think thats hard to say, because it depends on the results! At least if you
want to express who is the strongest with statistical terms.

Lets say you get a very close results, its a lot more difficult to say that one
program is stronger than the other with a high certainity. to say that one is
stronger with a confidense of 95% I'm not sure how big the difference in score
have to be over 200 games. (My HP-49G and statistics books are left back at my
workplace...) But someone here with a little knowledge in statistics can
probably tell you easily what kind of results you need to be 95% sure, 99% sure
etc.
