Thanks Bob, I tried it. rc file looks like this:

hash 24M
hashp 4M
drawscore=0
log on
logpath=\a\b\c
book on
book random 1
book width 5
learn 7
resign 9

Games and logs still go to Crafty's main directory and
I got this message:

ERROR -- this must be used on command line only
choose from book moves randomly (using weights.)
choose from 5 best moves.
book learning enabled
result learning enabled
position learning enabled
threshold set to 9 pawns.

Crafty v18.1

So I tried it on the command line in the ini file and got an illegal operation
message.

Sorry to bother you, but I can't find this command in the documentation.
