Because it is the best way to describe a chess position.

Chessbase programs can read EPD but not write it.
Rebel programs can read and write EPD
Hiarcs can read and write EPD
I believe that Shredder is gaining EPD capability.
Many freeware programs can effectively read and write EPD.
Really, any other way for the customer to communicate board positions is
foolish.  EPD is a subset of the PGN standard and therefore both open and
publicly available.  Its close similarity to FEN means that chess players can
easily understand it.
