I would say, it's the usual way to do tournaments. Look for instance at Frank Quisinsky's or Torsten Schoop's tournaments. In most cases, the organizer allows updates. Sure, you can also find arguments for the other kind of tourneys like Andreas or Dann are doing. If you want to evaluate special versions of programs, you have to forbid updates.
