Or other typical positions. Under certain conditions this
would be more fair , eg in the Korrespondence Cup; not so
much as to eliminate the strength of the book(s), but more
to create equal conditions in a limited number of matches.

In series of games, where a lot of games are played, like
on the ICC (both human-computer and computer-computer),
booklearning is no cheating I would say.
It would be another thing if eg. Fritz5 has a special
anti-Rebel/Hiarcs book. That would be just a trick, ofcourse.
But to my knowledge Fritz5 uses percentages of games
won/lost to select a bookmove; also used by New in Chess;
and many grandmasters, I presume..
