Yes, exactly: a license to make trouble.

I don't like the idea of "free" email accounts at all.  I would not use
such a thing.  Remember "TANSTAFL"?  Somebody somehow will have to pay
for the "free" service.  And I would all the time feel, that I have been
tricked.

OTOH, having seen what can be done (and actually has been done) with those
throw away accounts, I do not like them at all.

All together I'm pro blocking hotmail (and others like them).
Not doing so is inviting trouble.  The internet has become so large,
that any technically possible misuse _will_ happen, so you better start
now to to protect yourself.  IMO.

Now we go into the technical details.

Since "free"/anonymous email account do not bear any inherant sign themselves,
which could be used to detect them one by one, the only chance I see is
to detect them via the provider.

So we would need either a positive or a negative list.
An important point is the "automatical" aspect.

For open mail relays there are services on the net which offer this information
(via DNS) in such a way, that all others can use this information automatically.
It would be nice if some similar service would help in detecting
service providers which offer anonymous email.
Has anyone heard of attempts into that direction?

Except for intranets all mail is exchanged via THE mail port (AFAIK).
That way you can block out email completely, but not selectively.
