c,d,e may be a good idea.
The list of the words that cannot be used should be known to the users.

I am not going to delete a post that is not insulting because of one word unless
the word is in a known list of bad words.

Yes

I think not to allow off topic discussions that are not about moderation.
The first post is usually going to be allowed with the words off topic in the
subject but the poster should post a link to another forum in order to continue
the discussion in another forum.
