Wow, I totally forgot that those were still included! They're actually quite
old, as I believe they were created for CM5500, and have not been updated since
then. I believe that the German and French books are smaller than the English
book because there are less annotations.

And, actually, you can also have Chessmaster use the German book if you also use
it in place of Mentor.obk. This will put the German text into the Game Analysis
feature as well.

I would say that this is one of those "intentionally undocumented features", and
that is why it is not on the website. Those files have probably not even been
LOOKED at in several years, and the dev team would probably not want to call
attention to their existence! ;-)

I really have no idea why they are in the product at all!
