Learning was in fact permanently disabled in the dos exe which I mailed to Frank (just to save a bit performance in a recent tourney). Since learning is not really an essential feature, I guess that the dos version on Frank's site is okay for most users. I don't want to bother Frank already again with an update. However, I offer a fixed dos version of the dos-file for download on members.aol.com/utuerke/comet/b32_dos.ZIP Regarding the other thing with setting the level, I couldn't reproduce it.
