I think I see light at the end of the tunnel:

there are multiple issues here:

1.  A couple of folks help me with crafty and they do +noplay someone
that appears to be cheating.  We define this is (a) using a computer
without having a (C), or playing a high percentage of the moves that
Crafty whispers when a guest is logged on and observing, or (C) making
zero tactical mistakes in a game, discovered by "annotating" that game
offline.

2.  I run my custom interface at times, this interface will +noplay you
automatically if you play more than two games in a row, unless you have
said something before the games so that I can put a special "exclusion"
in for that handle.

3.  this interface always has the option to "capture" the +noplay list
and save it to disk, then remove any/all +noplay handles and then
restore
the list later.  I had forgotten this.  When I was testing the last
couple
of nights I had done this so when I looked the noplay list was empty,
but
was restored when I went back to the normal interface.

I should have thought of that...

And I'll fix it...
