MCO-14 agrees with you:

"Sharp tactics follow after 10...Bg4 11.Ne5 Bxe5 12.dxe5 Nac5 13.f3 Nxd3 14.Qxd3
Nc5 15.Qd4 Nb3 16.Qxg4 Nxa1 17.Bh6 g6 18.cxd5 Qxd5 19.Nc3 Qc5+ 20.Kh1 Nb3 21.Qf4
Rfe8 22.Ne4 Qxe5 23.Nf6+ Kh8 24.Qh4 Re6 {unclear}, Giaccio-Ginzburg, Argentinian
Chp., 1998. This may be Black's objectively best continuation, but he must
defend coolly."

This, of course, would have been much more exciting, but I still wouldn't throw
in the towel yet as White. There might be something down the road.

So, maybe 23.h4 instead of h3?
