NO, I understood it perfectly.  I understood it so well that I was inclined to
disagree with it!

I disagree completely.  Black cannot infiltrate if white keeps a 'clamp' on the
position.  This is why white can afford to play 'slow' moves like a3, because
they prevent black from freeing himself.
