Opinions may vary on what exactly is fair; you'll have to make your own
decisions. I can only say what I would do, or what comes to my mind first:

1. With 64 MB (which I have too on my notebook), I set CM to 32 MB Hash. This is
possible using an alternative personality editor:

If you don't have an extensive memory consuming program running in the
background - and of course you wouldn't want to when running a chess program -
then 32 MB hash whith CM on a 64 MB machine shouldn't be a problem (at least I
didn't experience problems - try at your own risk...).

2. It depends if you are interested in comparing the strength of the complete
packages, or only of the engines "themselves". If the latter is the case, then
I'd suggest to use shuffle chess start positions for the games. Just an idea. I
have no exerience, if this is possible with autoplayer games.

P.S.:
If you or someone else wants to do that: I have an EPD file available with the
18 shuffle chess starting positions, where rooks and kings are on their original
squares (to allow all castlings), and each side has bishops of different square
color. I'll post them if requested.
