As long as your program is standard C or C++, then you can build it with the gcc that comes with cygwin without linking to the cygwin DLL. If I understand what is in the link above, it is only the use of the cygwin library that has this restriction. It is a pity for those porting proprietary applications that use unix-specific system calls, I admit. But for plain C or C++, there is no restriction.
