Why the database (DBUTIL) doesn't allow to set ELO figures linked to
time ranges. In real world the players do not have the same ELO number
in all  their carrers. Their number is always changing, and a perfect
database may show this and may allow a user to change ELO numbers
according to a date+month+year. Actually REBEL allows to put the same
ELO to all the games belonging to a player.
It would not be exact, but a user may put the ELO figures found in the
FIDE or PCA listings in a montly basis.
